Travis Rebello

Director

Travis Rebello is currently the Education and Training Coordinator for the Massachusetts Department of Fire Services Hazardous Materials Response Division, and has been a firefighter in the City of New Bedford Massachusetts since January of 2002. He has been a Hazardous Materials Technician for 15 years, and a member of the Massachusetts Hazardous Materials Regional Response Teams for 14 years.

He is also a member of several specialty teams within the Massachusetts system including, the Hazardous Materials Maritime Incident Response Team, the Joint Hazards Incident Response Team assigned to work with the Massachusetts State Police Bomb Squad, and the Massachusetts Clandestine Laboratory Enforcement Team, a multi-agency team comprised of the Massachusetts State Police, Joint Hazards Incident Response Team, and the Massachusetts State Police Crime Lab. He also holds a seat on the Board of Directors of the New England Narcotics Enforcement Officers Association and is a Primary Member of the NFPA Hazardous Materials Response Personnel Committee.

Travis has participated in CBRNE venue protection for Gillette Stadium, The Boston Marathon, 4th of July on the Boston Esplanade, and Sail Boston. For the Boston Marathon, serving as a fixed detection site monitor, CBRNE Assessment Team member, and CBRNE Task Force Team Leader.

Prior to his appointment to the Fire Department, Travis worked in Emergency Medical Services, in the City of Brockton Massachusetts for 10 years.

Jeffrey Winn

Associate Director

Jeff is an over 30+ year Active-Duty Army Veteran. Upon Military retirement he served as the Director of the Hazardous Materials Response and Special Operations Division at the Massachusetts Department of Fire Services (DFS). Previously serving as the Fire Academy Director at DFS. In these capacities he has responded to numerous hazardous materials incidents and has played a key role in preplanning major NSSE & SEAR Level Events.

Prior to joining DFS, Jeff completed over 34 years in the military, enlisting as a Private (E1) and retiring at the rank of Colonel. His diverse assignments included Commander of a Civil Support Team (CST), Director of Personnel (G1), Director of Training (G3) CERFP / TF CBRNE Operations Officer, Chief of the Joint Operations Center (J5), and Company Commander deployed in Iraq, among many other assignments and State Activations. Throughout his military career, he collaborated closely with Civilian Authorities to plan, prepare for, and respond to all hazards, including chemical, biological, radiological, nuclear, and explosive (CBRNE) incidents at large venues. His expertise includes building teams, preplanning, interagency cooperation, and the integration of technology, robotics, and unmanned systems (UxS).

Jeff is a qualified Hazmat Technician, CBRN Responder, and has served as a Call and Volunteer firefighter, he holds an FAA Part 107 certification and has flown multiple events for both SAR and HazMat Incidents. He is the recipient of several military awards, including the Bronze Star Medal and the Legion of Merit.

He has attended numerous Military Schools at all levels, including the Command and General Staff College and Joint Forces Staff College, and is Joint Qualified. He is a graduate of the U.S. Army War College.

Additionally, he has received multiple Master’s Degrees including Emergency Management, Strategic Studies, and a Masters in Business Administration (MBA).
